Welcome to the web site of the Owego, NY Composite Squadron of the U.S. Civil Air Patrol. CAP is dedicated to providing quality service with search and rescue, and disaster relief and service to our community.

Civil Air Patrol Units participate in Wreaths Across America
The Owego Composite Squadron joined other Civil Air Patrol Units in the state and across the nation in the Wreaths Across America Ceremony that commenced at 12 p.m. EST Saturday, December 13. The Ceremony was held at the Woodlawn national Cemetery in Elmira.
Posting of the colors was carried out by Owego squadron cadet color guard. The cadet color guard members are Joshua McCarthy, 17; Jacob Brock, 17; Caleb McCarthy, 16, and Lydia Fairchild, 16.
Speaking on behalf of the Civil Air Patrol was Lt. Col. Joseph Goldman, commander of the South Central New York group. "The wreaths symbolize our honor to those serving and those who have served," said Goldman. "Thank you to our veterans for our freedom."
Service members from the Army, Navy, Air Force, Marines, Coast Guard placed wreaths and additionally a wreath was placed for servicemen whose last known status was prisoner of war or missing in action.
Elmira Mayor John Tonello spoke of freedom: "Freedom is never more than one generation away from extinction. We didn't pass it to our children in the bloodstream. It must be fought for, protected, and handed on for them to do the same, or one day we will spend our sunset years telling our children and our children's children what it was once like in the United States where men were free."
The event marked the third year for Civil Air Patrol squadrons from Elmira, Ithaca, Binghamton, Oneonta and Owego to conduct the ceremony, said 1st Lt. Richard Fairchild, of Owego, public affairs officer.
Owego Squadron Receives its Charter
OWEGO, NY -- The New York Wing's newest Civil Air Patrol squadron, the Owego Composite Squadron, received its charter from Group Commander LtCol. Joseph Goldman in a ceremony held November 25th.
The ceremony was attended by members and friends of the new squadron, along with local squadron representatives of the South Central NY Group.
In addition to the charter ceremony; 11 cadets received promotions, among them, c/2nd Lt Jacob Brock received the General Billy Mitchell award.
Owego, a city of some 4,000 people in the south central part of New York, "fills an important gap for CAP between Elmira and Binghamton," Squadron Public Affairs Officer, 1st Lt. Richard Fairchild said.
"We accept this charter with a deep sense of responsibility," said 2nd t Lt Don Quick, squadron commander. "The Civil Air Patrol has a long and honored history and a reputation for excellence.
"We will strive to add to that honored history and live up to that reputation."

Following the ceremony, members and guests enjoyed refreshments and the opportunity to learn more about the CAP trhough cadet displays and presentations.

CAP's Community Impact
Over 57,000 Civil Air Patrol members volunteer as a public service to their local communities. Their dedication was clearly evident during 2005 as CAP members performed numerous ground and air missions in support of hurricane disaster relief as well as our Congressionally-chartered missions to provide cadet programs and aerospace education.
Civil Air Patrol performs ceremonial duties in a variety of manners as a public service. CAP has provided Color Guards and Honor Guards for numerous functions from dedications and memorial services to sporting events. Our cadets in uniform provide an invaluable service that is often difficult to arrange.
The general idea of of the Civil Air Patrol (CAP) was a collective brainstorm of pilots and aviators during the opening chapters of World War II. In the later half of the 1930's, the Axis Powers became a threat to the United States, it's allies and it's interests.

Through their experiences as CAP cadets, young people develop into responsible citizens and become tomorrow's aerospace leaders. The leadership skills, self-confidence, and discipline cadets gain through CAP prepares them to achieve whatever goals they set for themselves in life.
